1) Administration of the League
a) Any changes decided upon during the off-season take effect upon the start of the regular season.
b) Each season uses “Yahoo Fantasy Sports” to manage each league. This is a free league. There are no monetary prizes except for recognition and personal satisfaction.
c) An "owner" or "manager” interchangeably refers to the actual human participants in the league.
d) The "Commissioner" refers to the chief administrator of the league and is final arbitrator of disputes between owners. The league currently has spots for no more than 16 owners, and the Commissioner will have the authority to qualify prospective new owners.
e) "Global Moderator" refers to the administrators of the league. They will be head of the trading approval committee and take care of keeping the league and its owners in line.
F) In regular season, your team will square off in a weekly matchup against another manager's to see who can compile the best stats across a number of different categories. A new weekly matchup begins every Monday and will consist of a set number of games based on your league's statistical categories. Each stat category counts as one point, with the win going to the team that finishes the week with the highest total in that category (the cumulative total after each Sunday's games). So, if in a given week, your team scores more goals than your opponent's, you would be credited with a point to the weeks total. However, if your opponent's team ended the week with a better save percentage than your team, you would not get that point. If the two teams end up tied in a given category, the stat category will not count to the weekly total. The winner of the week will be given a single win on the win- loss ratio, loser will be given a single loss. Your record of each weekly opponent will be kept and this will determine playoff seeding, and lottery rankings.

2) Voting Procedures
A) Each member of the league is entitled to one vote in any league decision.
B) Any potential rule change requires a 2/3 majority vote (including the acceptance of the Commissioner) to be made a rule. Any manager may make a poll to amend a rule.
C) Each member does not have to vote. Each Poll will have a certain amount of days until it closes, by which a 2/3 majority will be needed from the votes cast.

5) Trade Guidelines
A) No trades may be made during our fantasy hockey playoffs
B) Player trading, draft pick trading (Up to 3 years in advance), are allowed and are encouraged, Conditional trades are also allowed, as long as the conditions are clearly stated. Ambiguity will result in a voided condition.
C) When a trade between teams is agreed upon, parties involved make a post under the “Trades” section of the message board describing the trade. Each manager involved must also say “I accept”.
D) If the Commissioner or Global Moderators deem the trade to be “suspicious” or “unfair”, the Commissioner may require an explanation of the trade from both party's
E) Additionally, players can only be involved in one pending transaction at a time. So, even if a player has been offered to a number of teams, once any one of the trades has been accepted, no other teams can accept a deal containing the same player.
F) Each GM should be responsible for their trades. If you accepted a trade offer, you can't reverse the trades. THINK CAREFULLY BEFORE YOU ACCEPT AN OFFER.
G) If no rules governing rosters are broken, and the approval of all parties involved are accepted, the managers involve in the trade shall promptly proceed in offering and accepting the trade through Yahoo.
H) Rosters may be over 24 up until the day before the season starts.
I) All pending trades will be subject to a 12 hour hold period, which will begin when the trade has been accepted by both parties. If, after 12 hours, no GM has stated an objection to the trade, it will take effect immediately.
If a proposed trade is objected to and valid reasons stated for the objection, the trade will be reviewed by the admin team. If any member of the admin team is involved in a trade that is subject to review, that member will not participate in the review process.
If the admin team determines that the trade is not suspicious in nature and does not unfairly impact the competitive balance of the league, it will be approved.
If the admin team determines that the trade is suspicious and/or unfairly impacts the competitive balance of the league, it will be subject to vote by the entire league and will need the approval of a 2/3 majority of GMs to take effect.

6) Draft Procedures
A) One draft will be completed per year. An entry draft.
B) Draft will be done on the message board.
C) With the exception of season 1, the drafting order for the entry draft will be determined based on an inversion of the final playoff standings (league champion selects last). To the bottom 10 teams will use a draft lottery system (NOT FINAL):
18th: 20 Entrys
17th: 18 Entrys
16th: 14 Entrys
15th: 10 Entrys
14th: 8 Entrys
13th: 5 Entrys
12th: 4 Entrys
11th: 3 Entrys
10th:2 Entrys
9th: 1 Entrys
Prospect draft will be in a snake draft form for the original draft, and standard format thereafter (non-serpentine).
D) The team with the first pick in the draft will have 12 hours from the designated start time to make his/her selection. After that, each team will have 12 hours from the time the team ahead of them in the draft order makes its selection. After 12 hours, if a manager fails to make his/her selection, the admin team will make a selection for them based on their team needs and drafting tendencies (May draft young players or older players).
E) If a manager knows that his/her selection in a draft is upcoming, and he/she has doubt he/she will be able to make his/her selection in the 12 hours period, he/she may appoint another league manager to make his/her selection for him/her.
F) Trading draft picks while the draft is going on is allowed. All trading protocols must be followed!

G) Each team starts with 5 selections in each hockey prospect draft (1 selection per round). The prospect draft order will be determined as described in 6.C. The only players eligible for this draft will be players either drafted or signed by any NHL team with zero games played in the NHL.
NOTE: The Inaugural Prospect Entry Draft can be players from the 2011 NHL Entry Draft, or players that have played in less than 10 NHL games in their career. Or any player left over from the inaugural draft that is under 100 games played in the NHL.
I) The Inaugural Draft is a 24-round draft where you may draft ANYONE who has played in at least 10 NHL games.

7) Keepers and Free Agency
A) Each team keeps their entire roster from year to year. Therefore you can keep any player as long as you want.
B) You may drop a player at anytime and add a new player who is not property of any other team. The new player will officially become your property and can be kept as long as needed.
C) Players can be added and dropped at anytime, however the additions must not qualify as a prospect.
Prospect Definition
100 or less NHL regular season games played.
There is a grey area in the draft. You can draft guys between 10 and 100 in either the inaugural draft of the prospect draft. However you cannot send players from inaugural draft down to the minors until after the first season concludes (unless said player is sent to the minors in real life), so select wisely.

8) The “Minor Leagues” ("Farm System") / Waivers
A) Each team has a farm system which has a total 20 roster slots. Only 10 prospect picks are given for the inaugural draft. the other ten can be filled out via trades and future drafts. 5 rounds of draft picks ever year.
B) Once a player reached 100 games played, he is no longer considered a prospect and must be either dropped to free agency or be included in your full time roster.
C) Once a prospects is called up to the active roster, they may be sent down as long as they meet the farm requirements. This will be in effect at the start of next season.
D) In the offseason, players can be sent down without clearing waivers,
E) Draft Eligible players are those with less than 100 NHL games experience and the age is 26 or under 26 (as at July 1 each year)
NOTE: For subsequent entry drafts
F) Farm team players to begin must be drafted in the prospect round.
G) Players drafted in the inaugural draft CAN be sent down to the Farm Team, however they must pass through waivers, if not team claims him then all is good. If a team claims him, then they must keep him on their roster, or else the original owner can put him on there prospect list.
H) You can also place a player on your protected list, If they go to russian, or sweden etc, you can keep their rights given that:
i) They played in the NHL the season and recently signed in KHL
ii) They are no teams prospect/property

9) The Playoffs
A) Each team will play each other at least one time during the season. The top 4 teams from each division who have the highest points in the regular season will go to the championship playoff.

10) Expansion Procedures
A) A 3/4 majority is required to approve the entry of expansion teams into the league (see 2C).
B) Once expansion has been approved, an expansion-draft format shall be devised by the Commissioner. The format must have majority approval from the league.
C) The expansion teams then choose names for their teams and the expansion draft is run prior to the upcoming season based on the accepted format.
D) All roster rules apply to expansion drafts.
E) If the league does decide to expand, an even number of teams must be added to the league

11) Removing Teams from the League / Sportsmanship
A) The league must have proper cause for removing teams. Appropriate to remove teams includes but are not limited to:
1) Lack of involvement.
2) Poor relations with the Commissioner and other members.
3) Consistent disregard for the league's rules.
B) If a manager does wish to withdraw himself/herself from the league, it is asked that he/she wait until the conclusion of the season to do so
C) Once a manager is removed from the league, he/she will not be accepted back into the league unless special circumstances apply.
D) While fantasy sports are usually extremely competitive endeavors, it is important to remember that enjoyment of the game is more important than anything else. Sportsmanship is expected between managers at all times.
E) All league-related transactions will be executed with the intent of improving the owner's team and/or its standing within the league.
F) No owner may drop or "dump" players from their team for any reason other than improving their own team and/or its standing within the league.
G) No owner will make any roster moves (including waiver claims, trade proposals, etc.) whose sole purpose is to hamper the play of other owners.
H) Every managers must commit to his/her team and to be competitive. Before the start of the season, if any GM is not showing up in drafts and without further notice, the GM will be replaced by other new comers.
I) During the season, if any GM is found to be not active they shall be removed without further notice and a replacement will be found as soon as possible.
J) Please report any inactive team(s) to the commissioner or the assistant commissioners.
